Over the years GW published books and stories but there is almost no movement in the overall story . If there is any please tell me and where is the 40k universe right now , give me an example or timeline

Not much. There was some advancement during 3rd/4th edition, but aside from a couple of Black Library stories that jump ahead a bit, it's pretty much 'frozen' at the 'current' time while they focus on fleshing out the 10000 years between the Horus Heresy and the 'current' time.

And nothing will either, as GW slowly moves backwards to the Horus Heresy due to the successful model/book line

We're basically stuck at midnight on the last day of the 41st millennium.

Fortunately, there is plenty to do in the 10,000 years between "now" and when the Imperium was founded.

There are countless billions of plots and stories that could be told in that timespan and in the galaxy(galaxies are freaking huge)

Not quite - they mention tempoary Alliances against a common foe but nothing really new in that.................Cain and the other Imperials only work with them when they absolutely have to........

It's surprising the Imperium hasn't allied with the Tau yet. Reading their fluff I don't even remember any truly sentient AI that would piss off the Adeptus Mechanicus, and unlike the Eldar the Imperium frequently makes arrangements with, they're not as fickle or likely to backstab you.

Oh but of course, that would require the Black Library to seize advantage of the interesting political environment they have in W40K and the interesting stories it could be create, but noooo, we can't have that.

Actually "the Greater Good" examines the reality of a alliance between the two races and the problems - its a bit like the Christians should ally with the Muslems against the Mongols. Massively different belief systems are in play - even relatively open minded indivduals like Cain have a stong cultural abhorance to interacting with Xenos. The story covers some of the areas you are interested in - check it out

Not really, the only cultural difference I can think of is the Water Caste and their ideals. Otherwise the Tau seem to operate like a looser version of the Death Korps of Krieg, especially with the attitude of the Firewarriors.

The most interesting developments are the Necrons gaining personalities, and the rumors that the Dark Angels are saying "Screw the Codex" and forming a new legion out of their successor Chapters.

The Eldar are falling apart more and more, they aren't a significant force in the universe anymore, they matter less than the Tau.

The Orks are finally unified and could be just as much a threat as the Necrons and the Tyranids.

The Chaos Legions are finally getting their gak together. Instead of whoever happened to be inner circle of the MIA primarchs people with actual talent are leading like Honsou and the Prophet.

The Imperium is starting to get their gak together and are actually thinking of new techologies in response to other threats, the Codex Astartes has been proven worthless against the Nids.

The Necrons are a threat but more of a long term one while Chaos and Orks are an immediate one.

Nothing really about the Nids except for the usual impending doom stuff.

If you want a picture of the future, imagine a boot stamping on a human face - forever
