Simple green or dettol. There are numerous tutorials demonstrating how to do it with all sorts of ingerdients but I find these are the best from personal experience and the word of others.

Superclean works much better now that Simple Green has changed their formula. Just wear some gloves when dealing with it.

Isopropyl alcohol does it pretty well

Dot3 brake fluid does it amazingly, but is horrible stuff

Purple Power engine degreaser. It was like $6 for a gallon. I left some minis in it for over a week and the paint came off with a little coercing from an old toothbrush and some warm water. Plus, it will break down super glue the longer you let it sit. Zero damage to the plastic.
