Is the following rules interaction correct?

A space marine captain (ravenguard chapter tactics) in artificer armor joins a unit of terminators who start the game in a dedicated land raider transport. The captain gives the terminators scout because he has joined their unit, and the land raider also gains scout because it is a dedicated transport for a unit with scout.

No as the unit does not have scout.

Rules like fearless, preferred enemy and such state clearly in their rules that they're conferred to the unit if one or more models has it. Your captain has scout, but the unit as a whole does not and therefore the unit cannot make a scout move therefore the land raider does not have it when they are deployed inside it with the captain.

Just as if you added a normal infantry character to an assault marine squad they would lose the ability to deep strike.

Also, You don't gain the rule if they unit includes bulky or larger models IIRC

@ OP: If you want scouting Terminators in Land Raiders, you need Kor'Sarro Khan as your Warlord.
