Is the webway finite, or can the Eldar/Dark Eldar create new sections as needed?

The webway is vast and maybe only one being in entire galexy knows it 100% and that's the laughing god.

The Old Ones and Empy are the only ones that were ever capable of making the Webway.

Necrons have learned how to access them in certain ways, and Eldar can manipulate them a little (make gates and such), but neither can actually make it.

It was absurdly difficult for the Emperor to make a Webway equivalent, and the Chaos Gods were able to stop him (that was the main point of the Horus Heresy - with a Webway, mankind would be much less susceptible to the Warp. Tricking Magnus into using the Warp to contact Empy is what broke it).

My guess is the Old Ones made it and the Harlequins along with Cegorach now know it like the back of their hands. In terms of making more of it...I thought all that was ever needed was already created, kinda like energy? Might not be entirely sure on that.

The only ones who know its twisting paths fully, if its anything like warp which can be high infinite, its to normal human scale without end.
