I know that I cannot possibly be right, but I believe that a Psyker can Look Out Sir a Perils Of The Warp wound to another member of the squad. I know that it is stupid and makes no sense, and I would never really play it that way, but is it possible? It all depends on if the word "suffers" can be likened to the phrase "allocated a wound." Please help me answer he question. Page references would be appreciated.

Allocated is a specific phrase. It is not the same as "suffers"

No he cannot.

Only the Psyker who rolled the doubles suffers the Perils of the Warp effect. It's his punishment.
