As for color. I've really tried to get away from only bland colors in urban environments I take a lot of inspiration from ironhands.com who's "Necromundicon" subsection makes nice use of color but not in an over the top way. It's also where I learned to use toys and other junk to make terrain.
Toys are great because they tend to come with texture and greebling already present and in many cases it's just a matter of gluing the various parts together. Just make sure you don't go overboard or you'll end up like me, with boxes and boxes of toy parts filling up your workspace.
As to Modularity, it is a big priority for me, so I'm building a lot more terrain without bases now so it is as flexible as possible.
