I think the following would be very respectable HE DS.

-Costs: 890
Stubborn, Ward Saves, Leadership 9, Causes Fear, MR 3
21 Phoenix Guard, Full Command, War Banner
Caradryan (Challenger most likely)
Korhil (Reaper and provides Stubborn.)
Noble with Helm of Fortune, Dragon Armor, White Sword (The Killing Blow one), 5+ Ward Save item
Champion with Armor of Caledor

Can still afford Tyrion, and a unit of Dragon princes, so you end up with damn near another DS.

Oh and here is a DE one as well. . .

-Cost: 1487, I only wonder if I can shove the Hag to the 2nd rank so I can use Tullaris, and not worry about her frenzy. . .
All friendly units with in 12 are Unbreakable! , MR 2, the weakest hit is strength 4 with KB and AP.

Death Hag BSB with Banner of Nagarythe, Rune of Khaine, Witches Brew

21 Executioners, full command, banner of murder, with Tularis the Dreaded
