A building does not have any rules saying that it is only an enemy unit when an enemy unit is inside, just like transport vehicles are enemy units when they are empty. The quote you provided is meaningless at this point.
Methinks there's a new Gwarling slowly congealing in the depths of YMDC... except this one is misinformed and somehow even more abrasive! Do Gwars reproduce by spores or budding perhaps?
(To be fair, Gwar is now 100% improved from when I first joined. I don't know what happened, but I like it!)

But seriously, I understand how people can have different opinions on how a confusing rule may be interpreted, but trying to mess with the clear-cut rules is just silly and confuses newer players. Discussions are great, but it's pretty obvious that people have proven thebetter1 incorrect in this instance. Now it seems it's just arguing for the sake of arguing and that just wastes everyone's time.

If you don't like the way the rule is written, house rule it with your friends and be done with it. But don't expect other people (especially at tournaments) to play by your house rules.
