What? You don't think the press secretary's staff isn't going to read the new's article and not think to get the correct agency to direct the question to? Puh-leeze. It's political wrangling at it's best. You don't want to answer questions you direct them to the first agency that comes to mind. Giving yourself time to come up with a good answer to the questions being asked.
The Obama administration approved the sale of the American-made rifles last year. But it reversed course and banned the sale in March – a decision that went largely unnoticed at the time but that is now sparking opposition from gun rights advocates.
It might not be their department, but they knew about it; and had some say in the decision. So would have known which agency to direct questions to.

this makes me sad...
the M1 was one of the first history papers i wrote. sadly being 15 ive never seen one let alone fired one.
still i love them but that happens when you put in hours of late night research...

Imagine the greatest thing you've ever felt, now multiply that by roughly 178.4. That's what it feels like to fire the M1.
Now divide that feeling by 178.4 to the tenth power, and that's what it feels like to get bit by the M1.
