Typically, GW doesn't FAQ things unless they see it as a big problem. If they don't have hordes of people tossing black horrors into combat, and other people bitching about it, they aren't going to FAQ it.
If GW is on top of the FAQ's, why 4 of them? Why didn't they solve all the issues in the first FAQ?
I see 4 FAQ's as evidence of slow, sloppy work. You seem to see it as they have nailed everything down perfectly... on the 4th try.

Wind of Undeath actually affects enemy units that are in combat as well, as the spell description specifically says so.
I agree with you that GW having released 4 FAQs within one year of the 8th edition release does not mean they are on top of things, it means they are NOT on top of things. Why else would you need 4 FAQs? If they were on top of things, every issue would have been settled after the first FAQ.

I missed that one with winds of undeath. Sweet, time to model up more spirit hosts.
Last point and I'm done;
In 7th edition, spell descriptions had to say you could target into hand to hand.
Skaven, dark elves and vampires all have spells that specify that hand to hand targets are allowed; yet scorch, cracks, black horrors, and curse of years all lack that wording; while other spells in their lores allow it.
To me, that's as clear as intent is going to get.

Notice you said 7th edition. Welcome to 8th
Most of us agree that they could have easily given most spells a type and avoided this whole mess. But they didn't and we are just trying to do the RAW thing.
