Well, you can also compare the cover rules, which state that if the slightest bit of a boot is in cover, the whole infantry model is in cover. Does only your weapon being in cover grant the model cover?

Q: How many of a specific demographic group are required to carry out a simple task?
A: An arbitrary number. One to carry out the task in question, and the remainder to act in a manner stereotypical of the group.

By "in cover" are you talking about area terrain? If so then the single boot thing makes sense - the model occupies the area of its base, after all.

That is the inverse of the argument and an excellent counter-point (though I am loathe to admit it). TLOS is very generous with infantry cover saves. If an infantry model is mostly *visible* but it's hands/feet or gun is obscured, does it confer a cover save to the model? If hands and feet are non-targetable, and we know guns aren't for sure, then the model in question (albeit some very strange terrain to only block the hands, boots, and gun or any combination of the three) would be considered in the open i think.
Either way you choose to play it with your opponent, BE CONSISTENT. No cake and eating it too - hands and feet are untargetable? Fine - even though your boots are obscured you get no cover save. Hands and feet are valid targets? I think I'll stand behind this bush right here and claim my cover save. Fair? I think so.

I am not sure consistency is required.
The rules for cover and the rules for drawing LOS when it comes to shooting does not have to abide by the same rules.
EDIT. I take it back.
The rules for cover requires that parts of the models body (as defined by page 16) is obscured.
Page 16 is the very definition we always refer to, ie. "by body we mean its head, torso, legs and arms"

As Steelmage99 said, page 21 of the rulebook says that a portion of the model's "body" as specifically defined on page 16 must be obscured for the model to be in cover.
