I reckon the only list that is conceiveable is:

Poenix Lord
Swarmlord
Deamon Prince
Asdrubael Vect

The C'tan are too powerfull. (fluff not canon)

The Orks and Tau are two weak.

I cant see any other Rivals to a Primarch. aside from the Matt ward possesed Kaldor Draigo, But with out the help of the GW deamon Matt Ward i dont think Draigo would be up to parr.

Just thinking about Avatars of Khaine vs Primarch, and i don't know if its actually in the book (and i know its not proper fluff)
But the cover of Aaron Deminki-Bowden's new book has Lorgar smacking around an Avatar Of khaine. If its true then i think that a Avatar wouldn't really stand a chance against any primarch since this was before Lorgar's deamon form and I thought Lorgar was the most un-fighty Primarch :/

Non-primarchs are generally allowed to pimp slap the Avatar as well, especially if Ward is writing the book. It seems to be a rite of passage for his characters to beat them down ...

Vect? In personal combat Vect doesn't begin to rival anything there.

Not entirely convinced a Phoenix Lord could rival a Primarch either. Except maybe Maugan Ra, who destroys Hive Fleets single-handedly, jumps into the Eye of Terror, pimpslaps Abaddon, and jumps back out with his Craftworld on his back.

Also, Fulgrim had some amount of difficulty putting down an Avatar of Khaine. Which is a much more dignified showing than any of its other ones in recent time.
