Aside from the fact that they're The Devil's laboratories, if you have a Gamestop/EB near you, you can buy Steam Wallet cards there. $20 (minimum) for a code you enter into your Steam Account.
That money may then be used to buy Steam games or TF2 items or whatever. Your first purchase of anything from TF2's shop makes you premium. Just buy a $1 whatever.
