If I recall the 2011 riots started after Mark Duggan was shot by Police while in possession of an illegally converted firearm. During the protests against his death a 16 year old girl threw a champagne bottle at Police, was arrested, and made accusations of injury. Other protests followed, some turning violent, and the inadequate Police response seemed to embolden the rioters, who arranged gatherings using social media, and posted pictures of themselves with stolen goods.
So no, I don't believe that the 2011 riot was a result UK's suss law, unless you wish to exclude many other factors.
