For any reason whatsoever. If it was apparent that I was going to lose, and the game would end up being boring, especially.
I hated playing 40k though. Winning or not, 95% of the games i played ended up in me ending it prematurely because I was bored and uninterested.

There's one person I will refuse to play. Fortunately he as moved on to Warmachine, and is the sole reason I won't pick up that game.
Other than that, I'd play anyone. Even Americans.

I'm cool with playing pretty much everyone, but I'm getting close to the point where I don't want to play with my one friend any more. I have the rules memorised, and he barely even knows them, so every single time a rules doesn't favour him, he demands it be looked up and it gets real grating real fast.
He also rolls dice one at a time and I literally threatened to kick him out of my house when he did it for 20 armour saves.

I never really turn down a game, just because I don't get a chance to play very often. Sure their are people who I don't really want to play, but I will just not to seem like a jerk.
There is one guy I end up playing all the time though I really can't stand. I think he's a little "handicapped" if you know what I mean. It takes half an hour to explain a rule to him and he doesn't even own the codex for his army, he just borrows it from someone else in the group. He's a good guy but my god it's a nightmare to get through a game.

As far as Forge World. You need to have a copy of the rules with you or I have them with me.
That goes with any Army for that fact.

Pretty much only if they're someone I know I won't have a fun game with based on their behavior and demeanor. I've never refused a game because of a cheesed/stupid list or an unpainted army.

For serious input, probably this. I'm trying to encourage (not enforce) a One Flyer Rule among my friends, including myself, so we can avoid the possibility of excessive frustrations of spammy lists. I mean, I'm Guard, one friend is CSM, the other is Necrons. I could see Necrons having a second scythe, but I won't ever do more than a single Vendetta. I can't speak for anyone else at my FLGS, but I'd like to present a friendly, fluffier demeanor if I ever play someone new.

A guy I saw brought 3 tides to our FLGS. His opponent was a CSM player who decided it would be nice to counter with a Flying Circus build. Needless to say, after Be'Lakor and Fateweaver got through with 2 tides in 1 turn and killed off his troops he surrendered. It was quite the funny show...
Watching Riptides shoot each other is bloody brilliant.

I've only ever refused to play against someone who owned a FLGS near me in Golden, CO who had the cheesiest 40k Chaos Daemons army list of all time, involving multiple special characters and abuse of the Oracle's invul reroll rule on Plaguebearers, granting them a rerollable 4++ save with an additional FNP 4+ just in case you managed to muck up the first reroll. This was 5th edition.
It was my first time in that store and my first fight against anyone there, and another 40k player said to the owner, "Really? You're bringing out your Daemon list for the new guy?" I thought to myself, "How bad could it be? I've never even seen a Daemons list, so how competitive could it be?" After that first game, I literally never returned to that FLGS, effectively refusing future play against that guy.

I avoid them, I really do.
Cheaters as well. Very sad someone is so insecure they have to cheat a game of plastic soldiers.

I'm quite glad to see that no one really opposes to playing against a totally new player. (Definitely encourages me that it won't be a bad idea to start playing) Was kind of worried that a lot of players might not have the patience to play against someone just starting, or they might think it's not worth it as there's no challenge.

Anyone who brings a Reaver or Revenant to a 2500 point game.
Anyone who plays a silly Tau gun line army due to the sheer bore of a game produced.
Incredibly rude or venomous people. They have to be pretty damn spiteful to get on my list for this alone.
Other than that I take all comers.

I've never refused a game against a player who's new to me. There is a single player who I caught cheating at a GT, who I will not play again. However, he has been banned from both of Floridas major GTs, and I haven't even seen him since that day, so it's not too big of a deal.

I rarely ask if a person is new - but if they tell me I ask if they mind if I take an easier list than what I had planned.
Reason being - my normal lists are pretty competitive and can steamroll new players. Against a new person I'll drop the Doom, drop Flyrants, drop a Tervigon and throw in some Warriors and a walking Tyrant. Still a varied, interesting list, but far less likely to obliterate a new player.
Of course, they can decline and I'll bring the pain - but then they asked for it :-)

Actually, I see it as quite a benefit (though I haven't really played against anyone new to the game). A new player means new tactics, a new army to face, and (maybe) a good new friendly rivalry.
