So, I actually got my hands on a friend's copy of the Farsight Enclave a few nights ago.

I noticed something odd about the way this rule is worded the OP didn't mention. It specifically also points out Riptides can only take Signature Systems from Farsight Enclaves, but never mentions Crisis Suit teams.

It seems to me the writers were in fact aware when they mentioned "characters" specifically they were referring to just that, and indeed Crisis Suits are intended to still be able to bring Tau Empire signature systems.

Crisis Suit Teams, outside of the bodyguard version of course, do not have the option to select Signature Systems by default. This is why there is no mention of them within the body of the rule, if they are unable to take them by default then there is no reason to inform us how they go about taking an alternative Signature System then default. That being said there is a way the Crisis Suit team can gain access to the Signature Systems is by upgrading one of them to the rank of Shas'vre and then only the Shas'vre can take a limited number of said Signature Systems. The Rule being discussed here has actually already addressed that single Shas'vre Crisis Suit because that upgrade also changes the unit type a little to add the tag (character.)

The reason it mentions Riptides is because they do not have the option to take Signature Systems by default, and this Rule grants them that ability.

As for the bodyguard team which is the core of the problem, it still is open to all sorts of debate as to what the writers intended because the Shas'Vre ranking involved with the Body Guard team. Whatever the writer intended, the Rule as Written simply does not addressed the BodyGuard team in the slightest so they can not be held bound by the restrictions found within. They still possess the ability to take Signature Systems and are free to take them from the original codex should they so chose to do so. It could even be debated that they still have the option to take from the codex should they so choose, but I am not fond of the Rule as Written to begin with so I won't open that can of worms.

8th made it so I can no longer sway Tau onto the side of Chaos, but they will eventually turn aside from their idea of the Greater Good to embrace the Greatest of pleasures.
