We are of course dealing with the numerical absurdities of GW here. They pulled hundreds of candidates off Terra for the Custodes and Thunder Warriors.

There are far more candidates available than are selected. They have a built in limit that caps how many a chapter can recruit. If they had the geneseed and the will, they could make far more.

Painted armies:

Orks: 11000 points
Marines: 9500 points
Khorne Marines: 2500 points
Khorne Demons: 1500 points
