Here's some food for thought: If you aim a blast at a Knight, and there are models around the Knight's base and underneath the edge of the blast marker, those models are being hit by a blast every bit as if they were on the bottom floor of a 3-story ruin with a blast placed over it.

Not quite the same, assuming that when you looked to see which models were affected by the Blast, you could actually seem them. I don't have a problem with the cylinder-of-death hitting models on ANY level if they are visible under the marker, but if someone goes to the trouble of getting their troops out of "sight" of the Blast, good luck to them. This isn't
RAW obviously, and I acknowledge that.
