It's really hard to give you good advice right now. A lot of people gave awesome hints, such as Kangodo, but we can't help you as good as we want to:

a) You don't know much about the rules. You need a general understanding of how the game works before we can actually give you detailed advice.

b) You don't know what "competitive" means. "Competitive" refers to "being good at big tournaments" - and that's something that's really far away for a beginner. Competitive lists tend to be very expensive and change often making maintaining them even worse.

c) Don't go pink Necrons. I know that it sounds funny at first, but pink is not easy to paint well, you will be mocked about it all the time and once the novelty effect is off, chances are you start to dislike the looks.

So, the best advice I can give you right now is to sit back and calm down a bit. Your excitement is awesome, don't get me wrong, but you are going to sink a LOT of money into the hobby. Take a step back, or two, and carefully read the rules, both BRB and codex + FAQ. Familiarize yourself with them and when you feel like having a basic understanding, think about what you want your army to be like. If you have a firm idea of what your army should do, we will gladly provide you with whatever help you need =)

I believe almost all minis have good rules in the Necron codex except for Flayed ones. ON the Necron fourm, almost everyone says stay away from them.

Also becareful what you buy. Watch out for big purchases, since Necrons may or may not get redone sometime next year in most case if GW is keeping with it's release schedule.

Agies Grimm:The "Learn to play, bro" mentality is mostly just a way for someone to try to shame you by implying that their metaphorical nerd-wiener is bigger than yours. Which, ironically, I think nerds do even more vehemently than jocks.

Everything is made up and the points don't matter. 40K or Who's Line is it Anyway?

Sigvatr is right, as usual.
I personally think that you would do fine to start games at 1000 points.
With my beginner-friends I would start at that too and games could last for hours because things go very slowly at the start.

a) Like I said too, read everything a couple of times and 'goldfish' (It's when you play against an imaginary opponent)
Just take some dice, put down two units and let them shoot at each other and try to figure out what needs to happen.

It's useful if you want to find something very quickly, but it's almost useless if you haven't read the BRB or don't have it with you.

That website has the only acceptable pink-Necrons in my opinion and even they look quite silly.
