I am thinking you should double check your "math" or at least read my question. The real answer would be "People who give out candy on Halloween!" to which my response would be "Thank god for those people, that's how I get free candy on Halloween!"

I guess the point I am trying to get across is that you should not be amazed when people do not go with the cultural flow. I will go Trick or Treating if I want, that is how we roll in 'Murica!

Hmm, okay, if getting $8.67 in free candy for 3 hours worth of work is considered a win, then knock yourself out. I guess the point I'm trying to make (I'm really just passing time at work) is that adults who go trick or treating are being noted and judged. 'Murica needs more judging.

1-10 = Trick or Treat with Parents
11-13 = Trick or Treat Alone (IE: Middle School)
14-18 = Should be going to parties (IE: High School)
18-21 = College Trick or Treating (House parties and underage drinking)
21+ = Halloween Bar Crawls until you make babies and then the cycle repeats.

If the older person in question put some time and effort into their costume and it looked great, the age of them would not be an issue for me as it shows they are actually getting into the festive spirit of Halloween. Mind you, Halloween is not exactly a big thing in my neck of the woods here in Australia

I'd say 13 should be the cutoff unless you are accompanying a younger child. At 14+ you are just pushing things.
