As a Dark Eldar player, I vote Harlequins. All the drawbacks of DE (low toughness and armour) but with considerably fewer tools in the war chest.

Crazy to hear dark eldar so much. I think I must have found the army I click with. I've played with most of the armies but dark eldar was the only army I really click with and I feel like they're super strong. I've only lost 1 game with them and that was against a reclamation legion. My vote for hardest is imperial guard. I had such an abysmal time trying to play them. Granted that could have been because I was always playing against my friends daemons. Guard take an experienced general to play effectively, unless you're spamming stormshards they're difficult to use. Especially when most armies can out range them, and when they are in range, it's because they're about to remove your spine in cc.

I gotta say dark eldar followed by IG. DE are just so fragile. As long as you keep getting alpha strikes on everything, you're good to go. But the moment something survives, prepare for pain. As far as IG, they did a lot better with their last codex. The current one took away too many tools.
