I think both sides can agree on the intent, and that the wording on the first page of the core rules could be a little clearer to accommodate the fact that some stuff happens within a turn but outside of any of the phases. At the moment we have:

'Each turn consists of a series of phases, which must be resolved in order'

Yakface's interpretation of the word 'consists' is that it is made up exclusively of. Amend this one word and there is no longer an issue.

For me it's clear that a turn can include actions that occur outside of the phases. I believe there are many rules and abilities that make this a possibility, but the most compelling evidence I can find of this is the wording of the 'STRATEGIC DISCIPLINE' rule on page 215, which expressly calls out that some Stratagems are not used during a phase, such as those 'at the end of a battle round'.

Regardless, as as been said, there's not much point discussing this further. I doubt you'll come across any player or TO who wouldn't let you use The Hand of the Emperor. Though in the interests of a watertight ruleset it's worth one of us asking GW for an FAQ update just to make this abundantly clear.

This is how I've been playing it and will continue to do so until GW tells me otherwise. Which means, a unit can AoF out of assault, then when the movement phase starts, the AoF'd unit was not within 1" of an enemy model and then can shoot the crap out of the model they were previously locked with.

My defense being, if the acts of faiths were intended to take place in the movement phase, the rules would have said start of the movement phase, not start of the turn.

I'm not interested in discussing it, I'm just pointing out how I play it and will continue to do so until FAQd differently.
