I wouldn't do that but I would expect every tournament player to do that. That's 40k for you. As written by GW that's how 40k works. It's no if's or but's but that's it. There's no basis on rules to prevent opponent from doing it. If you go to tournament and don't like it...Well you can of course give 20-0 victory(or whatever max points are) to opponent.

Don't like it? Blame GW for writing dumbster fire rules for 8th. This is one of the BETTER rules in 8th ed...
