I'd play against almost anything as long as it's clear what everything is. The only thing I'd be iffy about are empty bases, I think I'd only accept playing against them if there were just a few to fill out a unit where most of the models are assembled. For my army the end goal if to get them fully painted, but I put so much effort into them and it takes me a long time, so my army is usually only partially painted. I make consistent progress on them and I almost have my current list finished. I also rarely use models that aren't fully assembled and only proxy to try new things out.

I pretty much never use unassembled models, and try wherever possible to have at least a couple of colours painted on, but I mainly play it for the game and would not hold my opponent to any particular standard (though I might try to encourage them to get their army painted).

I remember when I started Daemons, the first few games were all-proxy from whatever we had to hand (mainly Heroscape) so I could try out the codex. I enjoyed it and gradually built up Daemons, a few of which are finished (and all are at least part-painted).

I realize how much time it takes to paint a whole army, but I voted for fully painted. I personally don't assemble something I'm not going to paint. It's the whole reason we're playing with models we have to build and paint ourselves instead of just game pieces or pre-painted models like you have in X-Wing. That's just my biased opinion, though, and I am certainly way more focused on modelling and painting than playing.

Why playing 40k if you don't paint ? Just go play chess or x wing.
40k is not a game, it is a hobby.

I have painted for 10 years now. I got really better at this, and each new mini is a challenge to become even better. Seeing my own progress, and seeing what the others painters do here in Dakka, so much bette than my work, knowing that one day I will get there, is motivating.

I'll happily play against partially painted or primed models. I'll even play against bare plastic. I just like my opponent to have fully assembled and mostly WYSIWYG, with minimal proxies.

I personally don't use/play with unpainted or unfinished models. I will on occasion use a model when it's not quite all the way finished (~75% or more complete) while it's still being worked on, to try it out, but those instances are rare thankfully.

Take it easy.

You don't know me son, so I'll explain this to you once: If I ever kill you, you'll be awake, you'll be facing me, and you'll be armed.

I strive for fully painted myself, but generally don’t mind about the other army much. It’s inevitable that the odd unit just isn’t done yet sometimes.

If I am able to field a fully painted and based army, then there is no reason my opponent can't either. Sure an occassional exception can be made, but if people are always willing to play against grey plastic, then their opponent has no incentive to paint their grey plastic.

I hate painting, but like playing, building and the fluff.

If GW sold any pre-painted models I would buy them.

So, you're wrong. Warhammer 40k is a game. You don't like playing? Just go paint some trains or planes.

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.
A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.
Orks meks have a better understanding of electrics and mechanics than most Tech Priests.
Orks do not think that purple makes them harder to see. They do think that camouflage does however, without knowing why.
Gharkull Blackfang did not even come close to killing the emperor.
Orks can be corrupted by chaos, but few of them have any interest in what chaos offers.
Orks do not have the power of believe.

I wouldn't field something unless it was fully painted. Unbased, I can get away with, just so long as the actual model is painted.

My opponents, I'd expect at least primed, unless they literally don't have any primer.

I voted fully painted but i think it depents. If the whole army is only primed i'd dislike it but an almost fully painted army with a few unpainted units is ok.

The thing is some people love the game but hate painting. I wouldn't want to exclude people from a game they like or make them feel excluded because they dislike the hobby side of it.

I almost never play but like to paint models for various games with at least an idea they may be played one day. However if someone wants to one colour prime their models then I wouldnt tell them not to play even if i much prefer playing with and against painted models.

I think anyone is well within their rights to say that they only want to play fully painted games and wouldn't want to play against a grey horde. But to tell people they shouldn't play because they don't like part of the hobby seems as unreasonable as telling people if they are not gonna play tournaments they shouldn't play.

Also I really liked the moments in the past when I or others were just getting into a game (Not 40k in this instance) and you would start with some barely painted models and then the next few weeks you would start to see progress on the army and so on. That sense of progression each game was great and I think provided motivation.
