Yes, part of the issue is that the Guard don't get their army bonus if they don't have Regiment.

So in the list, it'd be like if Chaplains, Librarians, and Techmarines didn't have <CHAPTER> or something, and therefore their bonuses didn't work on anything <CHAPTER>.

I just look at these updates as another means for GW to refresh / update the game.
If I tended toward evil I would use the tactic: what models can we get the most margin on? Make their rules and points cost good then...
