GW should have made it more elegantly by saying it was developed during the HH, and not released for the chapters because the Emperor haven't blessed it, thus the inquisition banned it.
But only when the Smurf resurface then he vouches for the thingy to be released to the chapters.

You aren't listening. The Leviathan isn't a 40k dreadnought, it's a 30k dreadnought ported to 40k.

It had to have been made pre-heresy so that it could be used in the HH game.

It hasn't suddenly surfaced now, it's been around for 10K years. It just hasn't had a model.

Same with e.g Imperial Knights.

On the other hand you have centurions and primaris which area new model for a new thing in-universe.
