I think the easiest fix is still removal of the Supreme Command detachment. It's the best fix that doesn't hurt pure Custodes players.

If Custodes had jump pack HQs or less than 400 pt transports or cheap HQs, it wouldn't be terrible to increase the price of jetbike captains. But they're already worse, point for point, than regular jetbikes, and Custodes suffers from lack of any other decent HQ options. The other HQ options aren't bad because the jetbike captain isn't much more expensive, they're bad because they are far too expensive for what they provide.

Jetbikes, and Jetbike Captains simply offer everything this army looks for in a tidy little package. Its got more Dakka, faster, tougher and arguably better close combat than every other unit in the codex. It doesn't need to rely on deep striking (nerfed anyway) or transports (Way too expensive) to get where they need to be. So all other choices remain obsolete when you can get it all in one for cheaper. Until the other problems are rectified, there is no other competitive choice unless you are playing for fun. Simple as that.

You can also just have the other units offer something else. The Caladius Grav-Tank and Telemon Dreadnought are both getting interest and usage even in their beta forms. That's because they do something the other units in the Codex don't.

An example suggestion we mostly agreed on in the Tactica thread were increasing the base invulnerable save of Allarus to 4++ from 5++. You could also give Wardens a 5++ (thus making them better Smite and multi-damage tankers than other Custodes). No point changes required.

Except making jetbikes more expensive just makes Custodes 100% sub-par.

I'd rather remove astra militarum from the meta than custodes.
