Kill Team. I’d say Kill Team pretty much nailed it.

Game board, enough terrain to cover that board, two forces with customisation options, and the full rules for the game and the forces in the game. Plus dice and something to measure with.

Sure, £80 doesn’t sound especially cheap, but it’s the first Starter Set I can think of that is such a complete product.

Shadespire is a very good starter set. It has everything you need to play, full rules, two gangs, dice, etc.

In terms of the perfect starter set, it depends on your perspective. Do we expect it to come with paint, game mats or other play surfaces, dice, clippers, glue, etc..? (You cannot use the minis without clipping them out. You could argue that the starter set is incomplete without them. I of course do not, but it could be argued.)

For me, I think the cost of a starter set could be brought down by leaving the terrain to the hobbyist to create. The same could be said of dice, hobby supplies, etc.

To play a game I need rules and models. Even the rules could be distributed online. Thus, I am really looking for a box with a premade army that is ready to go. Two forces are not even necessary. People could just choose which two boxes they like if they want to get two armies for themself.
