I feel like saying there was no other way is doing a pretty major disservice to the setting. The galaxy is the way that it is because a lot of people made some very terrible decisions. The Emperor is hardly solely responsible for this, many of these decisions predate the Imperium (see: the warp being as screwy as it is now).

Big E treating his kids as cheap farm tools rather than people certainly didn't help matters. Dude made a lot of decisions that only made matters worse because he simply does not consider others to be as human as he is. Saying that there was never any other way is just... irresponsible?

Without literally embracing the Chaos Gods, it would be hard to imagine a human kingdom better designed to feed and grow them than the Imperium is. All of the violence and repression literally gives them life, and billions of under-citizens with no way out turn to Chaos out of desperation every day.

Whatever the Emperor's intentions it's clear he's failed massively in reducing the spread of Chaos and/or creating a functional society. I guess you could say he hasn't literally bowed down to the Chaos gods but he's done everything short of it.
