I may have misspoke. Laurels of Command gives additional orders to the same unit on a 4+, so that's the one that let's you stack orders. Rod of Command and Inspired Tactics allows an Officer to order different units, so that's how you get a second and third squad in the mix and how I'm able to DS a single Prime with three squads. I mislabeled Kurov's Aquila... that goes on the second Prime who deploys on the table with a Command of volley guns to camp an objective, enjoy their high RoF weapons in 24" range, and snag the other guy's CP.

I believe there's a WL trait that give an extra order each turn.

Command Rod and Autoreliquary of Tyberius, the Scion relic (on a 1 you fail to give an extra order, but that's about it)

There's also a Tempestor specific relic that allows for an additional order (presuming you dont roll a 1 when you ask the space magic 8 ball for help).

This allows a single Prime to order 5 separate units (Base 1 + Rod + Relic + Trait + Strat).
