Unstable yes but that could be fixed. If Arik Taranis could do it with less then 1 % of the Emperor's resources the Emperor could have stabilized and improved them,.
And more easily corrupted by Chaos how ?
No Astartes and no Primarchs means less of a chance of divided loyalties .
Artis seems to be the exception that proves the rule. We've seen from him directly that he didn't seem all that bothered by what the emperor did and was mostly happy he managed to get out alive, while not feeling much remorse for the loss of his fellow
TWs.
The emperor cut a lot of corners making them and it's strongly implied each one had a semi unique mental or physical defect. With the much longer lived and stable Astartes coming off the production line, someone as cold and driven by the end game wasn't going to take time to fix what he saw as a stop gap to get Terra under control so he get the next step of getting Mars to back him taking over the entire galaxy.
