So basically, RAW they do get detachment bonuses for:

1. Custodes.
2. Space marines.

Doesn't work for:

3. Sisters of Battle.
4. Guard
5. Ad-mech

That said, if anyone actually tried to pull this in a game I would laugh a long time and then hope they weren't being serious.

In the rules described in this section we sometimes refer to space marines units and detatchment a space marines unit is any adeptus astartes unit that has one of following faction keywords <chapter>...

Sm codex pp 174

The assassin neither has adeptus astartes or <chapter> keyword it is therefore not a space marine unit

A space marines detatchment is a detatchment that only includes space marine units

So a detatchment with an assassin is not a space marine detatchment and does not benefit from chapter tactics

However

The inclusion of an AGENT OF THE IMPERIUM unit does not prevent other units from their Detachment from benefiting from Detachment abilities (e.g. Chapter Tactics, Defenders of Humanity etc.), and it does not prevent other units from your army benefiting from abilities that require every model in your army to have that ability (e.g. Combat Doctrines).

So other units in the detatchment are not prevented from gaining chapter tactics and gain them as if it were a space marine detatchment but that does not make it a space marine detatchment. The exception applies to other units only not the assassin.

If it's not a Space Marine detachment then there are no Chapter Tactics for anybody to benefit from. The AGENT OF THE IMPERIUM rule either does nothing, because adding such a unit makes it not a Space Marine detachment and thus no detachment rules apply anyways (I believe this is actually RAW), or it continues to be a Space Marine detachment despite the inclusion of the Agent of the Imperium and the Agent benefits from detachment special rules.

I dont know if you noticed, but GWs lockdown wasnt 11 weeks. Also, home office exists.

As far as I can see, this does not give the unit from the "other" faction any rules from the rest of the detachment. The assassin does not gain anything from tagging along with anyone, he just doesn't deter them in any way. There is nothing there about Imperial agents benefitting from the rules of the rest of the detachment...

Inexperience is not a permanent condition. Stupidity is!

The argument is that there doesnt need to be. Because some faction detachment rules apply to everyone in it anyway, and dont rely on keywords.

Look, it's silly. It's clearly not intended and no one will play this way unless they're in a game with BCB or someone similar.

But it is RAW.

Custodes has exceptional wording - other than that i agree no one is going to play it that way

Physical copies of Saga of the Beast sure weren't out 11 weeks ago. Also, with most people on lockdown there hasn't been people playing the game and finding out things that need fixing the way they would if we hadn't had the lockdown.

They were on furlough, not working from home.

You’ve chosen a weird and distasteful hill to die on here. Get some perspective, man. This FAQ frankly isn’t important right now and they’ll get around to it. Move on.

Agreed. This is just complaining that a company isn't doing business as usual during an unprecedented worldwide pandemic. Also, if we assume that an FAQ is genuinely about answering frequently asked questions you could argue there haven't bee anywhere near enough games played to generate those questions yet, let alone make them frequently asked. In the UK, for example, it's only possible to play 40k with someone not in you household and maintain social distancing by playing outside and jumping through a lot of hoops. That's probably not led to a lot of games being played recently.

Answering FAQs for 40k is not rocket science. An intern working from home could do them in a few hours. But we've strayed off course.
