Some brands of craft paint in the states. Most craft projects are for artwork much larger than 28mm. Children often are the audience for craft paints, but so are adults.

I usually use craft paints for basing. However, I've also used it for underpainting on terrain pieces : quickly applied white craft paint followed by white hobby paint for touch-up, as underpaint for other colors.
