Wipe everything and redo the main rules the way it should of been done. Having a fleshed out core ruleset that does the heavy lifting for most of the game mechanics with a decent amount of USRs. The codexes should be for giving the unit statlines with only a handful of codex specific rules. Basically the meat of the game is in the core rules while the codex uses core rules to give function to those units and sprinkles some faction unique mechanics/rules to spice the army up. A player with the BRB should be able to know 80% or more of what a unit's rules do without having to reference the faction specific codex rules.

Stratagems should be redone as codex specific things that play similarly to stuff like tactical/assault/devastator doctrine, calling a WAAAGH, etc. This should be a small selection of abilities/actions that are core to how a faction plays and having the faction that uses them being designed around the mechanic. None of this "tap a command point to play giant growth on my dreadnought" or "using my command point to dispatch the logistics drone to deliver a single EMP grenade to this Fire Warrior".

Ugh, I love 40k so much and yet I absolutely hate the current state of the hobby with the direction that GW has taken the game. Said it since the beginning of 8th that a bare bones core ruleset is terrible for the long term and the way they remade the rules ruined the fun of playing. 7th was a dumpster fire but at least it was fun. This... thing is both boring and just as much of a bloated mess of multiple rules being layed on top of each other.

well, Warhammer Fantasy tournaments were quickly sold out until the end, and numbers exceeded 40k in a lot of regions
Yet people say it was a dead game that sold less in total than tactical marines

And the 40k tournament scene being that important and big is a regional thing as well, so just because the tournament community keeps playing means nothing for the overall community or how healthy the game is
