Have to say I'm really over this minigame of "guess which of the 7 special rules sections across two 350 page books the rule you're looking for is"

GW has never been able to make a comprehensive rule book in regards to its lay out. It could be a life or death situation and GW would still manage to make the most horribly laid out rule book today.
I dont understand why they need to print half the special rules in one book, and half in another.

Every Libra should come with every USR, Unit and unit type rules that re in the BrB along with their libra specific ones as well, in a single index.

Agreed, it's not really that hard. Also, even when they are USR, it's nice to have the relevant rules for a unit spelled out in the unit. At the very least, a page reference.

It drove me crazy with D&D NPC stats, it drives me crazy everywhere else. But I still prefer USR over "every unit has its own bespoke rule that differs a letter from these other fifty".

It is, admittedly, a lesser issue when using digital books, and one of the reasons I am basically all digital nowadays.

You are correct, or in the event battlescribe is kept uptodate.

Battlescribe hands down does it best, just pull up the unit and every rule that they get is right there

To many unpainted models to count.

Absolutely, for one having set standards pushes against their silo'd teams, meaning they have to reference/understand and stick to already established usr's. USR's also increase everyone's ability to understand units they may not own but play against. Like unit types of old, once you learned them you didn't have learn 50 versions for them for every new faction/codex release.

Battlescribe is a godsend, esp with the options to print like almost everything relevant.

Do you play 30k? It'd be a lot cooler if you did.

Oh yeah, primarchs are another good example, being a primarch confers a given set of rules so if anything has that keyword has those same rules.

I do the tedious process of typing out all special rules that apply to my army. I typically have a set list for 2k, 3k, or whatever point level so that makes it easy. Then I just have to look through 2-3 pages of alphabetized rules relevant to my army if I need to see the wording on something. My opponent's rules still require digging but at least it cuts out 50% of that.

Anyone that owns or has read through all three books can say if they are worth collecting not for the tabletop rules but from a lore perspective for someone who doesn't play but collects and reads everything 30k-40k lore? I'm debating buying them but I don't want to waste money if they aren't worth it lore wise.

No, they're primarily a rules index. There isn't that much lore at all in them, and what is there is pretty barebones well known basics.

I really like:
*Surge move. It just makes so much sense for units to at least move some inches forward. It's also a bit of a gamble on long distance charges that you move closer to a unit YOU don't want your units to get charged later.
*Reactions. Might be a bit strong in some cases (played Zone Mortalis where a reaction let me hide 95% units). But overall I like them.

What I dislike:
*Psychic phase. I really liked the old one. The powers were interesting and varied. They could've just tweaked that instead of making it super simple.
*Perils. Now it's just /feelsbad. I like the old wild things where you have perils, but on a lucky 6 your psyker becomes megapsyker.
*Lack of rules for Mechanicum, Custodes and Auxilia. Now I have to wait 4 freaking months to be able to play my main army. Seriously, GW?
*Rulebook composition. Having to scroll through 2 rulebooks to find usr sucks.

What I don't understand:
*Why make so many units complete, utter garbage, EVEN THOUGH THEY ARE STILL BEING SOLD.
*Why so many overall nerfs.

It's the worst. There's not even any consistent reasoning behind which rules goes where and it's also super fun that there's some items hidden in subsections outside alphabetical order. Good luck guessing a neutron blaster is listed under las weapons.

honestly, at this stage i just hope that GW releases a PDF handily useable with all the USR's and a PDF with all the equipment in alphabetical order in one.
