Does it also mean that shooting passangers treat vehicle as stationary in such a situation?
To explain a little bit further: The passengers are a completely separate Unit and do not benefit from Rules affecting the Transport unless the Rule addresses the Passengers directly.

If you move at combat speed units inside a vehilce can shoot at full BS, if you go at Cruising speed (unless otherwise stated) they can only fire snap shots.
