They are Artillery, with all that entails - check out the Artillery rules in the Unit Types section of the Rulebook.

They can move - but they need to have enough crew to do so. They can pivot, but there's no point, as a non-vehicle model they have 360 degree LoS and there is no requirement to point them at the enemy.

Yes, artillery can move. Whether this is useful in most circumstances or not is highly debatable.
