Never tried using 2 command squads, seems interesting, Only personal opinion for it is maybe drop the 2nd command squad and get attack bikes for your troops slots, T5 2W objective secured bikes are pretty awesome.

I thought about it, even thought of dropping the lib for more bikes. But i think attack bikes are easy pickings. Although they take up opponents firepower. Hmmmill look into it

The TL-AC is better than the TL-LC
Are you paying for the upgrades on the bike squads for the SGT or are you just listing that they have a sgt, because without buying upgrades, and with the dakka banner, whats the point of the SGT?

I would drop the 2nd command squad and add attack bikes and LS to your squads. Late game LS and attack bikes with the Objective Secured USR seems pretty tasty to me.

TL-AC against <AV 13 is almost twice as many glaces/pens per round compared to TL-LC I believe, Also more can kinda-sorta deal with fliers better too.
And it's more generally applicable (kills more infantry than two LC)
But it's preference too, if you like LC, stick with it
Attack bikes with MM could be nice...
You could also include some RW typhoon pattern Landspeeders for Objective secured on top of everything else, would help punch through armor too. >

If you are needing your dread to shooot infantry in a list with a dakka banner then you are doing something wrong.
As for the lascannons:
They are outright better vs AV12+
Vs AV11 the AC will deal 0.3 more HP damage per turn, Same number of penetrating hits.
Vs AV10 the AC will deal 0.6 more HP damage per turn. AC does 0.3 more pen hits.
In both of these however the AC has no chance now to cause an explodes result.
Vs infantry the LC is better vs MEQ and TEQ, the ac will win out vs anything with a 4+ save or worse.
I prefer the lascannons, as they also fill out an anti armour role vs ground targets too. If you are worried about anti air, then a fireraptor might be a good call.
To improve the list I would:
Remove the Vet Sergeants
Take the combi weapon off the librarian
Remove the power mauls
This will give you 64 points to work with.
I would give each of your bike squads 2 meltaguns each, this will fill the very big anti-tank deficit you currently have.
With the remaining points, give the librarian melta bombs or an Auspex depending on the amount of cover or armour.

If you choose a banner with one RWCS I believe you have to choose one for the other. I may be wrong though.
Either way, I would cut the melta on the lib and the vet on the bike squads and the apoths on the bike squads (atleast one because you will probably have the libby riding with it for command purposes)
Then use those points to make the bike squads either Melta/Flamer squads depending on what you plan on killing (crowds or vehicles).
Other than that the list looks sound.
