Question: How many levels of a building or ruin does a blast template weapons hit?

Scenario: Opponent had 2 squads of fire warriors in one three level ruin. Squads were split up among the three levels. I shot a blastmaster hitting the top floor of occupants. Looking straight down it covered four models directly, and two more floors of the other models. (through the floor) We looked in the BRB and found nothing referencing it.

Everything under the template. There are no longer rules for multi level terrain.

Is this also for flamer template weapons?

Yes. Its less op once you know about it and deploy sensibly

Yeah they basically removed all the ruins rules from 7th and it has some silly results. My guess is the summer will see a redo of the city fight supplement with ruins rules.

Keep in mind the rules for firing a template (except for torrent) state that you place the template touching the base of the firer, then try to hit as many models in the enemy unit as possible... so you probably won't be able to actually layer it on anything other than the ground or maybe first floor of the building.
