So im interested in making a space marine army with the same everything as the nightlords.
I was just wondering how the army would be played considering the regular space marines dont
have nearly the same rules as the chaos. Any advice is welcome

Play the Legion list, it's one of the cooler ones.

AGreed, Legion list and if some a-hole doesn't want to play FW its fairly easy to convert it to 40k rules, you just lose a lot of toys(provided you are ok with him determining your level of fun)

If you dont short hand your list, Im not reading it.
Example: Assault Intercessors- x5 -Thunder hammer and plasma pistol on sgt.
or Assault Terminators 3xTH/SS, 2xLCs
For the love of God, GW, get rid of reroll mechanics. ALL OF THEM!

If you really want a cheap way of playing something like the Night Lords right now, you could pick up the SPace Marine codex and go with the Carcharadons (Space Sharks!):

I think these rules are meant to compliment a character list in a Forge World book, but I don't see why anyone would stop you form using it with the regular book.

I myself have considered putting together a small Night Lords force using the Heresy list for use in FRIENDLY 40k games, however seeing as Forge World themselves have said that the Heresy lists are not intended for use with regular 40k I feel the use of "a-hole" in this regard is thoroughly inappropriate.

To be clearer, you dont need the big books (they are stunning, however) - they have produced 2 books which give the base rules then Legion specific rules for, I think, 10 legions (all the legions covereed in books 1 - 3, inc nightlords) for a total cost of £60

While not as pretty as the big books, they are significantly easier to actually use, and more importantly have the first book updated to 6th edition levels

The list is by far the most balanced list ever written for Warhammer 40k. Yeah it has some armies it will do well against but then it has some armies it will struggle with just like any other army in the game. I have used the many lists for my Heresy Night Lords exclusively against 40k and found absolutely no power difference between it and normal marines and no one really has a legit case not to allow them in 40k. It also tends to be a smaller elite specialized army so typically it is very outnumbered by 40k armies unless you go horde(yes that's a thing with 30k armies)
