Here is my quickly thrown together list for my Blood Ravens that will hopefully get me back into 40k again...for the third time.....
(This is my first time using 6th edition, hell I haven't even read the main rulebook yet, so if I did anything wrong that I couldn't do please let me know)

I'm not sure but you did your math wrong, a captain is 90 points right? With a powerfist cannot be 100!, same for the tacticals and devs. Mmmmh you got 4 fast attack slots so i suppose speeders go together.

I would definitely pick up the newer codex and the 7th edition rulebook. There are some things here that are not priced correctly, and it looks like a mix between old codex points maybe? Anyway, my feedback is as follows:

Devastators - the extra bodies are good, as well as the matching ranges. Unless you're trying to save points, there's no reason not to take 4 lascannons.

Tactical squads - I think dropping one in alone will just get it killed. I'd put them both in Rhinos and take a special and matching combi to fire on the move from the fire points.

Stormtalon - Nice unit, nice loadout.

Dreadnought - I'd just drop this unit, it won't impress you. Without a drop pod for delivery, it won't get to do anything. You're probably over 1000 points anyway, but for 100 points a Thunderfire Cannon will do infinitely more work.

Land Speeders - It's an interesting anti vehicle approach maybe to deep strike them... but I'd say if you like them, take 3 with heavy bolter and typhoon missile launchers and harass things at your maximum range. Keep in mins having to snapshot after a jink with these has nerfed their reliability to get in close and be real effective.. I'd try staying back behind natural cover.

Overall, it's a good start but a few tweaks to hone each units' role would make it better. Hope that helps!

I'd exchange the Power Fist on your captain for a Power Sword,you really don't want your Warlord to be striking at I1

This should be 890 leaving you room to personlise your list but your point values where way off with the amount of point you have left i would go with at Chapter master instead of a captain.
