Maybe more of a lore thing, but when looking over some of the other codices I ran across these guys. They aren't in the CSM codex from what I can tell. Are there datasheets for these guys?
Also, if one were to make a Fallen CSM army, would we have free reign to pull from CSM, C:SM, DA or all three?

There is a Cypher data slate that gives you Fallen (as Chosen) with ATSKNF. CSM or C:SM are probably your best bet, or Forgeworlds Preheresy lists. Many people believe that C: DA shouldn't be used to represent them, as it is technically After-Fall DA, but go for it if you want.
All I've got, sorry.

My $0.02, which since 1992 has rounded to nothing. Take with salt.
Elysian Drop Troops, Dark Angels, 30K
Mercenaries, Retribution
Ten Thunders, Neverborn

Wait, what? You can't use DA info even though lore wise, DA hasn't really changed much of anything. Their tech is almost the same, their Dreadnought are mostly 30k, the bikes they use for Ravenwing were relics found in the bowels of Caliban way before 40k.
That's ridiculous lol.
I saw the dataslate, slight hope there.
I was hoping for an entry in the CSM codex like the Deathguard and World Eaters have

Think of it this way; the Dark Angels exist for, effectively, one purpose; to hunt the Fallen. Their special rules, special units and so on are all about killing Chaos Marines, vis-a-vis, the Fallen. Hence why Cypher can be a part of any Imperial or Chaos army EXCEPT Dark Angels.
I've toyed with the idea myself from time to time, and Cypher's formation is an excellent core to work from; ATSKNF, infiltrating chosen are pretty awesome, and fit the theme of non-codex, extremely experienced marines. Otherwise, I'd lean towards using the Crusade list from 30k, or use the Chaos codex. I'd represent varying degrees of chaos subversion by how may chaos-specific upgrades they have; want to play non-corrupted, don't buy any marks or things like that, and stay clear of cult troops/daemon engines, etc.

Therefore, I conclude, Valve should announce Half Life 2: Episode 3.

Cypher's dudes have ATSKNF too?
Nice. didn't know that. this actually makes them not too shabby (unlike the regular horribly overcosted chosen)
Anyway, What I had in mind when I wanted to make a "fallen" army, is to work out of CT:raptors, with their own special guy (he's just awesome) and build them out of a mix of CSM and the DA veteran kits.
Infiltarting 3 squads of sternguard is something you just can't quite look back from.
I probably wont. still gotta finish building my tau stuff and THAT won't get done in the near months (tests period), but one can dream.
But thinking of it further, by supplementing the raptors with only some scouts as troops, then cypher and his super-chosen, I COULD make an all-infiltrating army XD
