Could a sorcerer from the Thousand Sons legion beat a librarian in terminator armor? I thought it would be an interesting discussion considering terminators are elite, and that the Thousand Sons have the most powerful sorcerers in the legions of chaos.

This is general discussions so I assume you mean rules wise rather than fluff. As of now, really the Terminator Librarian is probably better and certainly more likely to win due to one simple reason. We aren't counting Ahriman and the only other sorcerers are the weak ones leading KSon troops that are overpriced and pitiful only capable of rolling on tzeentch. Besides that, both I believe can roll biomancy and a Terminator Librarian will likely just biomancy buff themselves to top form and slaughter the poor KSon squad leader.

As per fluff, it really depends who is in the armour. Put Tiggy in armour then he's going to best quite a few Thousand Sons. Keep in mind that being a sorcerer of KSons, although mighty, can be variable in their talents. Many might have spells that don't quite suit the battle as much as more social and manipulative moments. Overall though, KSon Sorcerer will likely win from a fluff standpoint unless the book is favoring Terminator Librarians where it will promptly be a dunk match in the favor of the librarian.

Sadly the rules don't translate TS fluff well. Having to roll at least once in the subpar Tzeentch table severely hinders TS Sorcerers' useful psychic output. Neutral Sorcerer is a better choice - and you can access Divination with Crimson Slaughter supplement (I'd rather use Spell Familiar to re-roll Bio/Tele casts, though)
