I'm a returning SM player, and whilst I'm aware they're not the super flavour of the month army, I have the models and I love them.
This is an unfinished 1850 list, please advise me on the leftover ~250 points

Nothing's set in stone, but ideally I wont be buying dozens of new models, so the tac squads are mostly staying for example. What I really want to know is loadouts, and what to do with the excess points. My meta is horde orks, chaos marines and vanilla for the most part.

Hey there and welcome to the forum!
The thing that caught my attention was the sternguard squad, I would keep their combi weapons the same in the 5 man squad. I would have them all combi meltas to give you a tank busting alpha strike. Their special issue ammo is excellent at slaughtering infantry on their own.
Dreadnoughts are pretty meh in my opinion.
Troops are fine, I would consider RG tactics with that many tactical squads but then again you take advantage of the IF tactics with that many boltguns.
Heavy support looks pretty solid. running 2 vindicators is good, with IF chapter tactics running devastators or centurions is highly worthwhile so you might want to swap out the whirlwind and a tactical squad for a full squad with las cannons to boost AT.
Thoughts on fliers? Might want to remove the dreadnought and get 2 storm talons using those new points and your remaining points.

Its a good old fashion space marine romp thats for sure.
loadout wise, I feel you can probably chuck a few heavy weapons into your 10man to combat squad them for more objectives
a drop pod for your walking dread would probably be good as well AND up him into venerable will help it survive better (as the table for vehicle damage is better for them now) or a ironclad.
Maybe a 3rd pod instead of a rhino for 2 on T1.
vindicator with extra storm bolters just encase of weapons destroyed is always a good idea.

Oh arse, I forgot to put the drop pod on my Dread!
It's podding in for melta threat at the same time as the Stern.
I think I'll definitely change all the stern to combi meltas too.
Doesn't a vindicator already come with storm bolters?

First of all, welcome to playing IF!
The vindicator does not come with a storm bolter, you have to pay to add it on.
Ok, so now down to business...
First of all, there's almost no reason to NOT use the Sentinels of Terra supplement for access to some great relics and the nice "close range bolter drill" that replaces "bolter drill" (basically twin-links all bolters except for special ammo at half their maximum range... think about it... overwatch, snapfiring, and your tacticals WANT to be in mid-range anyway for double-taps... yeah it's great!)
Also, your librarian has access to a relic called the Bones of Osrak which basically gives him some re-rolls for psychic stuff (you should pick up the supplement, it's great!)
Ok, so that aside, the list itself:
Devastator Centurions are awesome in an IF list, and so is just a regular devastator squad with lascannons or missile launchers. There are lots of transports out there to be cracked open, so I'd try to work some in.
The tac squads look great, except I don't usually include melta bombs on my plasma sgt because if he kills himself I get made at the wasted 5 points :p haha
The Vindicators are nice in pairs, and will threaten just about everything. The Whirlwind is a nice balance to them, adding some anti-infantry power (although I'm a sucker for dual TFCs over some of these choices.. but YMMV). Overall your choice on this combo makes sense.
I don't think the dreadnought will do as much as we all hope they will... ever... sadly they just get smashed by MCs, one-shotted by melta, and rear-arc shot-up by FMCs :( I'd leave him behind.
As for what you're missing, if your meta doesn't run lots of fliers... not too much! But, if they do, you'll want to pick up some defense against them. Personally, I like a Stormraven and Stormtalon combo, but since your heavy slots are full I'd go with dual Stormtalons (running you 250). So, dropping melta bombs from the Sternguard will get you to 1850 exactly if you double-down on good ol' talons.
The list looks good overall, very well rounded and should be lots of fun! Hope that helps. Automatically Appended Next Post: You could also get a second pod in there for late-game impact if you dropped the dread, melta bombs on everyone, terminator armour for the libby, and the siege shields (or something close to that) to get a command squad in a pod with 5 plasma guns to accompany the librarian... that's a nasty surprise! Just something fun... haha
