Here's a few suggestions:
There are a number of small upgrades here that you could probably live without. A common principle you see espoused here on dakka as far as list building is "boys before toys".
Plasma pistols are not cheap for something you'll probably only get to shoot once, and with a non-zero chance to kill the guy who's carrying it... who in this list also has veterancy upgrade AND a power sword. That'll be a heartbreaker if he blows his own face off with an unlucky 1. You'll get a lot more mileage, and you'll save points, by putting another flamer in that assault squad instead.
I'm assuming the terminator captain is getting teleported in alongside his terminator squad, right? He doesn't need a teleport homer in that case.
Extra armour on a rhino or razorback isn't going to keep it alive any longer, and only helps mitigate one particular damage result. It's points better spent elsewhere.
Mixing heavy weapons in the devastator squad is a bit iffy. If you decide to fire them against a vehicle, the heavy bolter shots are just being wasted. Stick with one kind of heavy weapon to keep the unit nice and efficient.
With the points you're saving on upgrades, you could probably slip in another Scout squad for a few more Raptors rending bolters and scout+infiltrators. And seriously, if you're going with Raptors, I'd argue strongly for bringing Lias Issodon - he's a beast of an HQ.

While I get that you're trying to take advantage of the fnp by abusing plasma, you're putting it in the wrong spots. As Jambles pointed out, if you blow up your sergeant, you've just lost a bajillion points for a single marine. Take off the plasma pistols from everyone. Add a plasma gun to your tactical squads and a second flamer to the assault squad.
Definitely switch your devestator squad to 4 missile launchers. Or 4 of any one choice really, but the missiles at least give you firing options to tackle multiple target types.
I'd HIGHLY recommend adding a locator beacon to the drop pod. A single land speeder storm is a massive fire target in an army of low armour targets for a quick first blood point. And stranded scouts aren't hard to take out either. If it works and they live, you'll be golden, but its always best to have a backup plan for that many points.

Lias can infiltrate Grav Dev Centurions... do that, they're insanely good.
Also, keep the Tac squads out of close combat and at mid-range, rapid firing and moving; so drop all the heavy weapons that are ineffective when doing this. I'd stick to a plasma and matching combi in a rhino, infiltrated and sitting still when appropriate for rending bolter rounds. A dozer blade isn't bad on the Rhino, but that's the only upgrade worth considering... most times you're gonna get one-shotted or stuck in terrain if anything. I'd take two full Tac squads in Rhinos and infiltrate them up with the Cents.
If you really want to take advantage of the rending bolter rounds, lots of scouts can be fun too.
As for the Sternguard, I'd give them the pod and use them to pop vehicles for you, or else just infiltrate them and spam their special ammo. The assault squad will probably leave you unimpressed but that's just been my experience. Maybe if they infiltrate they could be good?

Definitely no HB in the Sternguards - they're meant to move around and use their special ammo to best effect. A Heavy weapon is a waste on them. I think your best bet would be to get 10 of them, 4-5 combi (melta or plasma, grav are not that great/reliable on sternguards) and Infiltrate them were you need them most.
Infiltrating Devastator Centurion with Grav weapons (thanks to Issodon) are Awesomesaucetastics with a cherry on top! Them + Sternguards is gonna mess with your opponent's target priority.
I play Raptors and personnally, unless you really want the extra attack on your sergeants, like for your assault squad, don't bother with the veteran upgrade. These are points you can invest some place else! Also, you can't use Legendary Marksman with Storm bolters, so I would advise against that upgrade too - get a combi-weapon instead, or a meltabomb.
Devastator squad should be kept pretty light on points. In your setup, I would go 6 guys, 4 heavy weapons (stick with 4 of the same if you don't get 10 guys and combat squad) and that's it! The Razorback won't help you that much since the Devs can only snapfire if they move in or out of it.

Okay, I've definitely increase the points limit to 1850.
Removed all Vet upgrade, all SB and take Centurion. Sternguard up to 10 SM and more Combi.
I didn't remove the razorback and Dozer Blade only because I like them! They're cool like the chainblade under the bolter!!

One last suggestion: get rid of the Devastator Sergeant's combi weapon and get an omniscope on the Centurion Sergeant. You shouldn't miss the combi-weapon since Devastators usually fire from long range. On the other hand, the Omniscope will let you tackle multiple foes, like firing with the Centurion on hard to crack target while Lias snipes lighter infantry!

I have some points to take the omniscope, no problem! Btw, now I'm thinking how raptorize the Centurion! They are very bulky! Not very suitable for ambush...
But I've some ideas...mumbling!!!
