I haven't played Warhammer before so I'd need some help in making a small army for getting into actually playing. I made three different lists but since I'm completely new to the game it would be great if you guys could give some advice if they make sense.

Army List 1
Heroes
Warlock Engineer, Doomrocket 45pts
Chieftain, Weeping Blade 75pts
120 pts total, 24%

Core
29 Clanrats, Musician and Standard 128pts
30 Clanrats, Musician and Standard 132pts
20 Skavenslaves, Shields 50pts
310 pts total, 62%

Special
10 Plague Monks 70pts
70 pts total, 14%

Idea behind this was just have a magic weapon on chieftain, some attacks from monks and get the slaves to tarpit allowing the monks or chieftain to try to hit the flank. And ofcourse possibly to have some fun with the rocket.

Army List 2
Heroes
Warlock Engineer, Doomrocket 45pts
Chieftain, Weeping Blade 75pts
120 pts total, 24%

Core
29 Clanrats, Musician and Standard 128pts
30 Clanrats, Musician and Standard 132pts
260 pts total, 52%

Special
15 Plague Monks, Musician and Standard 120pts
120 pts total, 24%

This is just a variant of the first to add some resilience to the monks. Basically just going for a straight frontal assault.

Army List 3
Heroes
Warlock Engineer, Warpmusket, lvl1 wizard 80pts
Chieftain, Weeping Blade 75pts
125 pts total, 25%

Core
24 Clanrats, Musician and Standard 108pts
25 Clanrats, Musician and Standard, Poisoned Wind mortar 177pts
285 pts total, 57%

Rare
Warp Lightning Cannon 90pts
90 pts total, 18%

This army would have some shooting and trying to get a Warp Lightning off to some poor enemy unit.

Any comments or suggestions would be welcome. Hopefully these lists won't cause you to facepalm or laugh yourselves to death

Welcome to the hobby and skaven! I'm a little busy at the moment but I'll drop a few pointers for you.
Always make the chieftain a battle standard bearer and drop the weeping blade (talisman of preservation is also a good idea but the points might not allow it at this level).
Engineer is a good choice too, but I'd recommend not taking a doomrocket at this point level because it probably won't hit much because less models to hit. I would take a Lvl 1 wizard.

Last list looks the best but I would either take a warp lightning cannon or a warpfire thrower. Poisoned wind mortars are to inaccurate at this level.
Just bump up the size of the clanrat units and possibly a rat darts or 2 (5 giant rats with pack master is 23 points)

Don't take plague monks until you can bring 30+ since they die quickly with no save.

Others will help you a bit more since I'm a tad busy but I hope that helps a bit.

Thank you for the good tips. While making the list I was wondering if I should make the chieftain a BSB but then the engineer would become the general and it seemed like a weird idea but I'll make that change. I'll need to make a model for chieftain BSB anyway.

I completely forgot about the rat dart and didn't even check the cost which was surprisingly low so that was a great eye opener.

I don't play skaven but I think that the Island of Blood warlord model should pass for a chieftain with the elaborate rack as a standard. I would agree with chiefbigredman's post for the tactics and changes.

3. Except drop the musket and replace PWM with warpfire thrower

I agree on other posters that random range or scatter weapons are no good at this level as they will hardly ever hit, so drop the Doomrocket and Mortar.
Give your warlock level 1 with condensor, at this level shooting 4-8 S5 shots is amazing, and gives you something to do in the magic phase.
Warp Lightning Cannons are good at any points level.
Plague Monks might not work at this level, rather get more slaves, get them in combat and shoot the enemy in combat with them.
Agree with others in making your chieftan BSB but you cant fit a BSB in 500 points if you have a condensor warlock, so its a tough choice.
I personally would go for this list:
Warlock, Level 1, Condensor
28 Clanrats with shields and full command
Attached Warpfire Thrower
2 units of 20 slaves with musicians
Rat Dart (5 giant rats with packmaster in a 2x3 formation)
Warplightning cannon.

You should be able to outshoot most things with this, and dont underestimate clanrats as a combat unit at this points level

Its better to burn out than to fade away
