After buying an additional attack, can a model make it a power attack provided it has the focus for that?

No. You can see the breakdown in the book on pages 48-49, but basically at the start of your combat action you get to pick from a few different options, one of which is making a power attack. Additional attacks are just whapping stuff with your weapons.

You can, however, make a power attack and then buy additional attacks. This is because power attacks are melee attacks.

When you choose your Combat Action, you can choose one of the following: Initial Melee attacks (get one normal attack with each weapon), Initial Ranged attacks, Or a single Special attack/Power attack. All spelt out on P49.
Afterwards, you can buy Additoinal attacks using focus, however these are Normal attacks, and cannot be Special/Power attacks. "Additional Attack" is a key word by the way, and are defined specifically as normal attacks. So you are limited to one Power attack per turn, baring special rules that say otherwise.

The same as with Power Attacks(which are really just a specific type of Special Attack, as defined under the section on Power Attacks)
You forfeit initial attacks to do them, and can purchase additional attacks of the same type as the Special Attack(ranged or melee, if undefined you can't buy additional attacks unless given specific allowance)

So a Titan Gladiator can do his initial slam, and then purchase additional attacks on the hopefully now knocked down target? I am guessing this ignored the ever so fun chain attacks where you get a free special at the end?

Chain attacks only work with your initial attacks, if you perform a power attack then you can no longer make your initial attacks so a chain attack cannot be triggered.
