Both of the armies I'm working on now, DE and Necrons, have options for attacking the enemy with terror.  DE have various items that can pin enemy models, and can get some good Ld penalties going.  And Necrons have items and units that lessen Ld, and force morale checks. I like the idea from a fluff/theme standpoint, especially for the Necrons, but is it any good?  I know that Fear of the Darkness is popular amongst SM players now, and that works similarly to a Necron Lord with Nightmare Shroud.  What I'm worried about is spending a bunch of points for Ld attacking gear and then facing one of the many fearless or effectively fearless armies in the game.  So- is attacking the enemy's morale a good tactic or a waste of points?

Totally depends on your local metagame. Most of the people at my university play Imperial Guard, with some Tyranids and Necrons here and there (and one Space Wolf, but he's abroad in Scotland). If you play mostly Black Templars or something then I wouldn't use it. But against Guard, Eldar, and Tau terror tactics can be extremely effective.

Depends on how many points you put in it and what you have to give up.

Marines use alot of fear because they will be taking the Libby anways (hood, Fury, Force weapon) and because it costs some 10 odd points and is even good against marines with the -2 modifier.

Unfortunately, most other armies don't have that nice modifier and will likely be loosing out and having to spend a great deal more points, leave off certain key items (Rez Orb or Viel for a fear power, uh no) or not be very effective against any but Tau, and scattered guard.

So, generally speaking no. In specific circumstances (Fear Libby, Psychic Choir-iffy) maybe.
