So I'm painting up a city I've made for 28mm wargaming, and its now just endless blank, grey walls. I've seen some similar buildings prettied up considerably with nothing more than sprayed on stripes, numbers etc.

Do you guys have any ideas or stencil sources that I could pilfer? I've tried with google and found nothing thats any good!

Try either damaging the walls, or put posters / grafitti on them.

Stripes are easy - a bit of low-tack masking tape is all you need to lay them out. As for letters and numbers, there are commercial stencils available that might fit the bill. While generally too large for models in our scale(s), they could work for large building labels (warehouses numbered on their sides, etc.).

Alternatively, you could make your own masks by cutting frisket film, acetate (overhead projector transparent film) sheet, even blister pack plastic laid over a design printed off the computer. A quick Google image search should net you dozens of different fonts to look at.

If you want something a little more setting-specific, some of the more industrious and digital image manipulation-savvy hobbyists have made printable poster sets for several game systems (Infinity ads, 40k propaganda posters, etc.). Refine your search terms and they shouldn't be too hard to dig up. Just print, cut out, hit the edges with a marker to disguise the overly thick paper, and glue them on.
