A fairly fluffy list for input and criticism for an upcoming event focusing on sports/painting/battle score in equal measure with a focus on fun. Please let me know if you see any gaping holes or obvious concerns, keeping in mind this list is not intended to be overly 'toothy'
The main change I am considering is combining the scout squads, making the bp/ccw half carry bolters, and dropping the extra armor on the land raider to pay for the added cloaks.

I'd say you got a nice fluff list on your hands. Vulkan and a "Drake" retinue in the LRR and the rest of the army in support. A little light in AA for my liking but it may not matter for your purposes.
Only suggestion I'd make is to try to include either Sternguards or a command squad to load up on extra flamers/meltas and retain the fluff aspect but overall a like it.

I'd drop the scouts for a unit of stern guard as said above

But about your vehicles

1 pred and 1 vindi is a bad idea with take 2 of eith one or get more dreads with lascannons or autocannons

Flakk missiles are not an efficient use of points here. You are wasting 4 other bolters to use a single BS4 shot that won't one-shot a flyer... and if you dropped the flakk missiles and just a couple unnecessary upgrades, you'd have enough for a hunter.

If you plan on combat squadding out a heavy weapon to sit back, make it a lascannon, I find real value though in a 10 man tac squad in a rhino (combat squadded) so that the enemy has to fire at and destroy 3 entire units to move you from an objective... pretty nice. If you go with razorbacks, the loadout I prefer is the assault cannons, but if you are light on anti-armor I guess lascannons work too... heavy bolters seem like a waste to me as they aren't very powerful.

I think you should just take all melta on your tac squads so they can crack open enemy transports that are trying to take their objective (I find that almost every game I play in 7th, somewhere on the board there's a rhino of melta tacs and a transport of something else both sitting on an objective... and the person who cracks open the other transport usually takes it).

I don't like predators... they don't really hurt any single type of target well, they're just so-so at a few types of targets... just take 2 vindicators, which can actually be pretty scary against anything.

The sniper scouts will get mixed reviews depending on who you ask, but I think their poor BS doesn't justify the missile launcher upgrade.

Scouts in land speeder storms however are wonderful! The heavy flamer on the storm is great, and I like the cc loadout. Keep in mind too that you can effectively shoot rapid fire bolters if deepstriking and not having to snapshoot... so they can be effective too. There's almost no bad loadout for these guys as long as they are embarked and don't carry sniper rifles.

I don't like the mixed weapons on the dread. One is close-range (and doesn't benefit from the Chapter Tactics) and one is long-range... and overall he's just not that scary.


Some things that make great use of Vulkan's ability are:
- Legion of the Damned: 155 for a 5-man all melta squad that ignores cover and is twin-linked... ouch! That's your Knight and Superheavy killer
- Cheap pod of Sternguard 5-man with a heavy flamer and Vulkan. This is good because all 3 heavy flamers can fire at the same time, and it's a really nasty unit to press on an infantry blob (and it's even a nightmare to charge into!)
- Chapter master: I actually think the master crafted weapon is enough to warrant a devastating CM in the list... most things you will go up against you hit on 3's or 4's, so getting a re-roll at that level is really great, especially since you'll probably wound on 2+ and sure you can take digital weapons, but the re-roll on the to-hit is so much better... especially when it's free!
- Command squad: Don't forget vulkan unlocks these guys too... could be useful in the right situation
